Kyoto Second Outer Ring Road
Connecting the southern part of Kyoto with the surrounding areas, this highway facilitates the deepening of cultural exchange, and contributes to the expansion of the local district.

Constructing a wide-area road network
The Kyoto Second Outer Ring Road is 15.7km long and reaches from Kyoto City, Nishikyo-ku, Oe Kutsukake-cho to Kyoto Prefecture, Kuse-gun, Kumiyama-cho, Mori, and it is comprised of limited access sections for the exclusive use of automobiles and normal highway sections (partial sections). Connecting with the other National Highways functioning as arterial highways radiating outward from the Kyoto area, like National Highway Route 1 and Route 9, etc., and carrying a share of their traffic load, this highway was designed to improve the vitalization of the Kyoto metropolitan zone and increase that area's metropolitan capabilities. Design plans were drawn up in 1970, and an official development (OD) investigation was initiated in 1974. An investigation on surrounding roads was started in 1979, and in 1982 we saw the initiation of present environmental studies, environmental projection studies, and the next year, we initiated roadway construction studies.
In June of 1987, service was initiated for part of the Trans-Kyoto Expressway, a high-standard arterial highway, and in August of 1989, the Metropolitan Development Plan was finalized.
