Congestion occurs often in the peripheral roadways, impeding the vitality of the local region. It is necessary to construct new roads to relieve that congestion, and improve the environment along the roadways.
The Meishin Expressway plays an important role in the distribution of goods between the eastern and western parts of Japan.

At present, the Meishin Expressway is a major artery for the distribution of goods, but as a countermeasure for congestion, it is necessary to perform both road widening works on the Meishin Expressway and construction works on the Kyoto Second Outer Ring Road.

Road-widening works on the Meishin Expressway increased the number of lanes to 6 lanes, which lightened the congestion between Ritto and Suita, but on the 4 lane sections between Seta-Nishi and Kyoto-Minami, there are still many cases where congestion is a problem.
